Advancement Account (CAA) Program
The Military Spouse Career
Advancement Account Demonstration
Project is a full and collaborative
partnership between the Department
of Labor and Department of Defense.
This project is the second grant
that Cumberland County Workforce
Development has been awarded to
service the spouses of active duty
military soldiers stationed at Ft.
Bragg and Pope AFB. Career
Advancement Accounts (CAA) are
self-managed accounts that enable
military spouses to gain skills
needed to successfully enter,
navigate, and advance in 21st
century jobs. CAA pays for expenses
directly related to post-secondary
education and training, including
tuition, fees, books, and equipment
necessary to complete the education
or training credentialing and
licensing fees.

The goals of the CAA Demonstration
Project are to provide targeted
military spouses with financial
assistance to pursue post-secondary
education and training and to obtain
credentials/licenses required for
obtaining and retaining employment
and advancing in their careers;
provide highly-skilled, well-trained
workers to employers in high-growth,
high-demand industries and sectors;
increase the financial stability of
military families; and support the
retention and readiness of the U.S.
Armed Forces. Participants of the
CAA Project are to choose training
that should meet the criterion of
high growth, high demand occupations
which were determined through the
collaboration of Department of Labor
and Department of Defense. The
recipient of a CAA must enter
training in the following fields in
order to be sponsored: financial
services, education, health care,
information technology,
construction, hospitality, human
resources, business administration
and homeland security. In order for
a person to be eligible to
participate, an individual must be
married to an Active Duty service
member, stationed at Ft. Bragg or
Pope AFB, must me 18 years of age or
older, must be a U.S. Citizen or
other eligible, must have at least
one year remaining at Ft. Bragg or
Pope AFB and two years remaining in
service or current contract.
