Strategic Goals
The Cumberland County Workforce Development Board (WDB) is entering a key phase
as it takes actions to position it to meet the standards for high performing
local workforce development boards as adopted by the Commission on Workforce
Development. This strategic plan describes activities we will carry out and how
we will continue to work to bring about fundamental change in our workforce
development system. We intend to improve services for job seekers and employers
in Cumberland County in ways that promote our economic well-being.
“Creating economic wealth and sustaining vibrant local communities is the shared
local, state and national vision. Attainment of this vision requires innovative
economic development supported by strong education and employment (i.e.,
workforce development) systems or as US Department of Labor (DOL) refers to it
an “e3 partnership”. The Cumberland County WDB is poised to provide leadership
for this strategic collaboration of economic development, education and
employment entities to ensure opportunities for citizens and companies to

Development of this strategic plan has been accomplished by the input of several
stakeholders representing the “e3” components:

The Cumberland County WDB’s mission
is to provide our workforce and
employers the best customer-friendly
planning, training and placement
services. This is to ensure
employers have access to qualified,
work ready employees, sustainable
life-long careers for employees and
economic vitality for the citizens
of the Cumberland County Local Area.
To align workforce services with the
board’s mission will require the
implementation of the following
strategic goals:

Goal 1: Develop and implement a
“seamless” workforce development
system.

Goal 2: Identify key industries
in the Cumberland County area
and the high growth, high demand
occupations for today and in the
future.

Goal 3: Provide training and
educational opportunities that
meet current and future economic
demands and the needs of job
seekers and businesses.

Goal 4: Expand and improve the
existing partnership with
economic development and the
Fayetteville/Cumberland County
Chamber of Commerce.

Goal 5: Expand opportunities for
youth to link academic learning
with occupational learning.
